SUBJECT: Screening for Federally Funded Capital Equipment Purchases

We are pleased to announce that UW-Madison recently received approval from the Federal government to discontinue formal screening procedures when purchasing Federally funded equipment items. Therefore, effective immediately the "Equipment Screening Certification" form is no longer required. This change in the screening policy does not change other equipment management requirements (i.e. rebudgeting, general purpose equipment acquisitions, etc.) nor does it modify current requirements for acquisition of computer equipment.

It is important to remember that Federal policy continues to require the University to have written procedures to avoid purchasing unnecessary items. While we realize that limited funding precludes purchasing items that are not essential for the project, reality is that the University will be audited by appropriate Federal agencies, and other organizations to ensure that we do have a written policy.

The Principal Investigator is in the best position to determine those items that are necessary for the scientific conduct of their extramural projects. Therefore, effective immediately it is University policy that the approval of the requisition by the Principal Investigator or his/her designee, documents that the purchase is necessary and a reasonable search for available equipment of suitable capabilities and condition has occurred. Appropriate University policy and procedure guides will be updated to reflect this change in equipment screening policy at their next issuance.

To assist Principal Investigators in determining if equipment is currently available and appropriate for their project needs, the Property Control Office will provide equipment listings upon request.
