SUBJECT: Assignment of 133 (Non-federal) and 144 (Federal) Account Numbers

The purpose of this amendment to Notice 88-1 is to improve and clarify the procedures governing the use of Form 88-1. Form 88-1 was designed for requesting assignment of 133 and 144 account numbers in advance of receipt of a fully-executed award document. The form and the process of requesting account numbers in advance of award have been in effect for about 16 months and need the following clarifications:

  1. In addition to new accounts, Form 88-1 is required for: competing and noncompeting continuation accounts (except Public Health Service noncompeting continuations); incrementally-funded accounts (when increments are late); and supplements.
  2. Form 88-1 may not be used for establishing Multiple Donor, UW Foundation and/or any other discretionary gift accounts.
  3. Form 88-1 should be used discriminately. It should be restricted to those projects that must begin before the award arrives.
  4. Effective December 16, 1988 Research and Sponsored Programs will no longer call the awarding agency to verify funding before assigning a 133 or 144 account number. We spend a considerable amount of time trying to contact agency officials, and rarely learn anything that might influence your request for an account number in advance of the award. We can be of greater service directing this time toward proposal and award processing.
We ask for your patience when requesting 133 or 144 account numbers since the individuals assigning account numbers are the same individuals that are processing your grant applications. Grant applications are given priority over account number assignment, especially during deadlines.
