SUBJECT: Documentation for Mandatory Cost Sharing on Federal Projects

Recent correspondence from this office has set forth new requirements mandated by the Office of Management and Budget Circular A-21. With this notice we are pleased to inform you of a positive note for your faculty. Requirements for monthly certification of cost sharing effort have been modified. Effort used to satisfy mandatory cost sharing will now be certified semesterly, for those faculty on an academic year appointment, and every six months for faculty on annual appointments.

While the monthly effort reports have been replaced by semesterly or semiannual reports, the need for capturing mandatory cost sharing, at the time an application is routed through University channels, still exists. Therefore, effective April 15, 1980 we are requiring that the Mandatory Cost-Sharing Information Form (CS-Form) be completed and included with all applications requiring mandatory cost sharing. The CS-form is an internal UW form only and does not replace Federal requirements for two column budgets or similar requests for budgets that show both Federal and Non-Federal costs. The CS-Form does, however, replace both the NSF and DHEW internal forms used for cost sharing in the past.

The data provided on the CS-Form will be loaded into the computer and used to print the Personnel Activity Report. Interim reports that can be requested by Deans, Directors, and Department Chairmen to evaluate individual cost sharing commitments prior to printing the Personnel Activity Report are being developed by Administrative Data Processing in conjunction with our office. These reports will be a good tool for monitoring faculty cost sharing commitments in relation to their payroll distribution. Changes to cost sharing data can be made as faculty commitments change.

Please keep in mind that mandatory cost sharing must be auditable, therefore, it should be limited to contributed faculty salaries and related fringe benefits and indirect costs. If this will not satisfy the cost sharing requirements, other professional salaries may be contributed. Classified (Civil Service) salaries should not be used for mandatory cost sharing since they almost always support departmental administration.

This memo is being sent to Deans and Directors only since cost sharing should be administered at that level. Please inform your faculty of the above procedures in whatever manner you choose. We will keep you informed of further developments in this area as they occur.
