Electronic Proposal Systems

This website will provide some guidance as you work through the various agency electronic proposal systems. Please note that this list is a work-in-progress. Agencies continue to develop and phase out various electronic submission systems. If you have any information regarding an update (new sponsor to add or change to an existing item, please email RSP.

In this discussion:

Routing your proposal means sending it through normal University channels for institutional approval. This is required of ALL projects at UW-Madison.

Submitting your proposal means sending it to the sponsoring agency. Some electronic systems allow the PI to submit the proposal to the sponsor. When this is the case, you CANNOT submit the proposal to the sponsor without first obtaining institutional approval.

The business process for on campus approvals and routing of electronic proposals is the same as for hard-copy proposals. Each proposer must:

  1. Prepare your application in the format required by the agency system. Print a copy for campus approvals and routing.
  2. Route the application and necessary additional documents (e.g. RFP, F&A information) through the Department (if required) and Dean/Division Research office using a T-form.
  3. Wait for institutional approval before submitting the application to the sponsor, in the event that that the sponsoring agency's electronic system allows PIs to submit proposals.

The links below will take you to instructions for uploading and submitting electronic proposals to Federal and Non-Federal sponsors. Please contact your Dean's/Director's Research Administration office first. We will update the links to include helpful information as we receive it.

Steps to take:

  • As soon as you know that you will be submitting a proposal electronically, consult the agency proposal systems grid listed below. We have set up the grid in alphabetical order by Agency.
  • If you cannot find your sponsor on the list, contact your Dean's/Director's office or RSP (262-3822 or preaward@rsp.wisc.edu) immediately.
  • Do NOT register the University of Wisconsin-Madison on any electronic proposal submission system. RSP will do that.
  • Obtain on campus approvals by routing your application EARLY. Electronic systems require more time than hard copy proposals to enter the system and submit or approve the documents. The system may have server problems or experience heavy traffic that slows the submission process.
Consult the grid or agency website for appropriate preparation and submission procedures. Again, no submission to the agency may be made by ANY party unless RSP (or in limited cases, the Division Office as noted) has approved the documents routed with the t-form.

American Heart Association - Hard copy must be approved by RSP before submission by PI.
Army CDMRP - Online forms completed by PI and final submission by RSP.
Army Research Office - File must be emailed by RSP to the ARO.
Dept of Energy IIPS - all DOE Programs must now be submitted via Grants.gov. See RSP Grants.gov page for more information.
Dept of Education e-Grants - Hard copy must be approved by RSP before submission by PI. Face page signed by RSP must be submitted in follow up to Dept of Education.
Dept of Education IES Constella - Online forms completed by PI and submitted by RSP
Dept of Justice - Online forms completed by PI and final submission by RSP
EPA Great Lakes Program Office - Proprietary software forms submitted via email by RSP
Grants.gov
- PureEdge file must be submitted by RSP. More information available HERE!
Howard Hughes Medical Institute - Hard copy must be approved by RSP before submission by PI
March of Dimes - Hard copy must be approved by RSP before submission by PI
National Alliance for Autism Research - Online forms completed by PI and approved online by RSP. PI must then return and confirm submission
NASA NSPIRES - Online forms completed by PI and approved online by RSP
