| SUBJECT: | Confirmation of a Graduate Tuition Remission Surcharge for Research Assistants (RAs) and Program Assistants (PAs) effective July 1, 2001 |
The UW-Madison will be reactivating a graduate tuition remission charge on trusts, gifts, grants, and contracts for RAs and PAs as of July 1, 2001. The recovery rate will be 25%. This rate will be charged against all RA and PA stipends/wages paid from federal accounts (Fund 144), nonfederal accounts (Fund 133 including gift funds) WARF accounts (Fund 135) and University trust funds (Fund 161). This is a mandatory charge and cannot be waived.
The process we will use will be similar to the one used prior to January 1, 1997, when the surcharge was temporarily suspended. All RA and PA stipends/wages, for the month of July 2001 and beyond paid from the above funding sources, will be included in the 25% charge. A monthly charge will be calculated and reflected on the monthly Accounting Control Ledgers.
As previously announced in Dean Hinshaw's February 9, 2001 email, Principal Investigators should use the 25% tuition remission recovery rate on all extramural support applications, including revised budgets. Faculty and academic staff responsible for the administration of gift and trust funds should include the 25% tuition remission recovery rate in their planned expenditures for the funds.
