Proposal Routing & Identification

NIH Supplement programs (competitive revision, summer research experience, administrative): Process a new WISPER record with proposal type of Supplement and the original WISPER document identified as a related record.  Include in the Sponsor Program Number "ARRA:" then indicate the solicitation to which you are responding.

 
NIH Challenge (RC1) grants, G20, C06 and S10 grants: Process a new WISPER record with Proposal Type of New. Include in the Sponsor Program Number "ARRA:" then indicate the solicitation to which you are responding.
 
Currently pending proposals: When NIH asks for a detailed budget and indicates they might provide funding for the first two years as ARRA funding, send the materials to RSP like any other JIT with a note indicating the original WISPER record. If you are sending this via an approval in WISPER, please include this information in the text of the approval.
 

In all cases please identify ALL correspondence as ARRA dollars!  Also please keep in mind that any ARRA dollars awarded will be required to have a new segregated award no matter what the funding type is.

Award Set up

In order to best expedite and track the flow of ARRA funding through the set up process and file creation, the following procedures will be used:

  1. All ARRA funding will require a new award. Even supplemental funds will require separate awards from their parent funding.
    • There is a new feature in PeopleSoft Awards under Grants>Award>Award Profile>Award Tab at the Additional Information hyperlink that will allow linking of the separate supplemental award to the existing parent award. The title of the drop down under Additional Information to be selected is “Related Award.” For all supplemental funding which is set up under a separate PeopleSoft Award, this field must be populated with the Related Award ID.
  2. Pay close attention to the CFDA value on the funding. Each agency is required to separate ARRA funding under a separate CFDA. Those CFDA values will be documented on the RSP web as they are available.
  3. New terms and conditions have been added to WISPER and to PeopleSoft Award Terms to facilitate the requirements of ARRA funding. For all ARRA funding, all of the following terms (in addition to any other standard rebudgeting, equipment ownership, prespending authority, etc) should be selected:
    • ARRA
    • ARRAB: ARRA Buy US Construction Mat’l (construction/renovation projects only)
    • ARRAC: ARRA Carry-over Provisions
    • ARRAF: ARRA Fin’l Reports
    • ARRAJ: ARRA Job Reports
    • ARRAP: ARRA Progress Reports
    • ARRAW: ARRA Pay Prevailing Wages (construction/renovation projects only)
  4. The short award title, long award description, and project descriptions will all begin with ARRA: Please ensure these titles are updated at time of award generation to easy identification of these awards in order to facilitate monitoring by campus units.
  5. These awards will be given priority in set up above all others and priority in routing the files to the accountants. All ARRA funding should be in ORANGE folders. The morning after the award is generated, the files will be placed at the hub for labeling by RSP Admin. Admin will prioritize set up these files and provide them to the ARRA accountants immediately before processing the labeling of other files. These files will not go to the supervisors but directly to the ARRA accountants.
  6. All ARRA proposal and award files will be housed in a single location in the preaward file room. There will be one row segregated for ARRA proposals and the remaining space for ARRA awards. All orange ARRA files should be on these walls for inspection at all times when they are not actively being worked on.
